Job Title: Chief M&E
Department: Property Management
Reports to: Property Manager
Direct supervision: Technicians

 

JOB SCOPE– Directly report to Property Manager, the task of Chief Engineer is to maintain the entire technical system to ensure it always is in good operation in the following aspects: be responsible for maintaining, repairing and/or replacing the mechanical equipment and automation; ensure that equipment were, are and always work in the most effective and safest conditions as possible. The Chief Engineer is required to regularly report to promptly provide suggestions and proposals that are the most suitable with the criteria which maximum saving expenses of incurred items and/or work organization; supervise and manage employees of their department or contractor in order to finish works assigned, as well as the necessary maintenances following to schedule.

 

Responsibilities

  • Create policies, provisions of Technical Department under the Property Manager’s directions
  • Maintain and operate all technical systems including air-conditioning system, hot/cold water systems, ventilation, and generators to ensure these systems are always in good operation
  • Assist the Property Manager in the training of professional fields
  • Assist the Property Manager in the costs planning for technical systems
  • Directly supervise contractor to maintain and repair in the Building area
  • Prevent the effects of weather that influence to infrastructures, both inside and outside architecture
  • Create the connection within departments such as reception, public sanitation, security in order to provide the highest service to the customers
  • Control and maintain inventory as well as tools and supplies
  • Continuously check all areas from the top to bottom in order to ensure the compliance with the safety of fire protection
  • Ensure the working areas always are clean
  • Review and offer rules and provisions to improve the service quality following to standards
  • Ensure the flexible hours of operation to meet the job’s demands
  • Assist and give opinions in the budget prediction of department
  • Create and estimate heat system and light system that are always in maintaining condition to achieve the cost optimization
  • Effectively manage the overtime working hours of employees
  • Finish monthly inventory report
  • Reduce maximum the wasted expenses

Recruitment:

  • Coordinate with human-resources department in the staff recruitment in the Technical Department
  • Regularly educate department’s staff to ensure works are well finished
  • Help the staff when they meet difficulties in works
  • Ensure the staff always are satisfied and connected with works and company
  • Ensure the staff are always clean, tidy and wear uniform as standard

Asset Safety:

  • Ensure the use and maintenance processes are correct and safe
  • Ensure the project’s assets are not damaged by the company’s staff
  • Ensure when there is damage or the risk of damage, it will be immediately notified to superior
  • Make plans and participate in training of fire protection, and check equipment attached

Contractor:

  • Check and work in detail with contractors
  • Send contracts to the Property Manager to get an approval
  • Supervise and help the contractors in order to ensure the area will be clean and safe after finish works
  • Supervise contractors’ works that are well finished and followed to proposed requirements
 

SKILLS AND EXPERIENCE EXPECTATIONS

  • Bachelor’s in Mechanic and Electricity
  • At least 5 years experience in similar position
  • Excellent communication, interpersonal skills
  • Excellent organizational and time management skills with the ability to multi-task
  • Literacy, for writing reports and presentations
  • Ability to work effectively under pressure
  • Good teamwork, analytical and problem-solving skills
